In a bid to tackle the complexities of urban development and enhance the replicability of innovative solutions, the ExPEDite project is adopting the Minimum Interoperability Mechanisms (MIMs) framework. This initiative, rooted in the OASC (Open & Agile Smart Cities) and Living-in.eu initiatives, seeks to create a robust technical architecture for the ExPEDite digital twin solution.

Addressing Urban Challenges through Interoperability

The MIMs are designed to address key challenges faced by cities, including digital sovereignty in public governance, the promotion of open public markets for small and medium enterprises (SMEs), and the development of scalable, replicable solutions. By adopting common standards and technical specifications, the MIMs provide a pragmatic approach to interoperability, considering the diverse landscapes of cities, territories, and existing infrastructures.

The implementation of MIMs not only guarantees the scalability and sustainability of urban solutions but also protects local authorities and stakeholders from over-reliance on specific suppliers and undue influence.

MIMs: minimal yet sufficient set of capabilities

At its core, a MIM specification outlines a minimal yet sufficient set of capabilities that a city or community requires to achieve specific objectives. This includes:

• Capabilities: The essential functions a city needs to realize its goals.
• Functional Requirements: The necessary conditions that must be met to achieve these capabilities.
• Mechanisms: Descriptions of how various technical solutions can fulfill these requirements.

For the ExPEDite Digital Twin solution, adherence to the MIMs ensures that the mechanisms employed deliver a satisfactory level of compliance with functional requirements, particularly for MIM1, MIM2, and MIM3.

Methodology for Compliance Evaluation
